The Cayman Islands Shipping Registry (CISR) have released their procedures and requirements for the issue of a Cayman Islands National Certificate for yachts engaged in limited commercial use in the Caribbean Cruising Area (CINC-CCA). This survey regime, detailed in CISN 02/2016 Rev.1 is directed to assist owners who wish to allow for limited charter operations in the Caribbean area.
Yachts which are less than 500 GT certified in line with this procedure will be able to undertake limited commercial operations up to 60 nautical miles from a safe haven in the Caribbean Cruising Area as defined in the shipping notice.
This survey regime is provided for yachts of less than 500 GT and whilst full details of the requirements can be found in the shipping notice the yacht must have documented procedures covering all aspects of yacht operations as well as a valid international Load Line Certificate for a Short Range Yacht in accordance with LY3 and the following;
Yachts of 300GT or more but less than 500GT must be classed by a Classification Society recognised by the CISR.
Yachts of 299GT or less need not be classed but must be built to the rules of a recognised Classification Society or recognised national or international standard coupled with a documented planned maintenance system.
Seafarers employed on yachts which operate commercially in compliance with this standard are provided the protection of the MLC and are required to be employed on a contract which meets the minimum requirements of the MLC 2006. There must also be an on-board complaints procedure and insurance, or other financial security, must be in place to cover the costs associated with long term sickness, injury, death and repatriation.
Existing yachts constructed before 20 August 2013 do not need to comply with the construction standards of the MLC 2006. Vessels built after this date will be considered by the CISR on a case by case basis.
