STCW Manila Amendments – Important Dates

STCW 2010 (Manila Amendments) came into force on the 1st January 2012. The intention of this shipping notice is to pick out the important dates so that Companies can plan training accordingly.
Documents referred to in this notice: STCW 2010; STCW.7/Circ.16 (Transitional provisions); STCW.7/Circ.17 (Advice for Port State Control officers on transitional arrangements).
Timeline
01/01/12: Manila amendments enter into force.
The certificate issuing authority will decide how they will apply refresher training and the mandatory use of Training Record Books for new trainees (ratings).
01/07/13: New entrants after this date are to follow the new standard (STCW 2010).
01/01/14: Mandatory security training in place, including:
(All persons except passengers) Familiarisation training - see STCW Reg VI/6 & Part A Section A-VI/6.1.;
(All seafarers who do not have any delegated security duties) Security awareness training, see STCW Reg VI/6 & Part A Section A-VI/6.4;
(All seafarers who do have any delegated security duties) Designated Security Duties, see STCW Reg VI/6 & Part A Section A-VI/6.6. ;
This training may be on board or ashore. Either way this must be via an approved course or approved in-service experience and examination. Approval of these courses lies with the issuing authority.
After 01/01/17: STCW 2010 certification will be required for all seafarers.
Transition Period
Governments may continue to renew and revalidate existing certificates and endorsements in accordance with the previous convention.
Governments may continue to issue, recognise and endorse certificates in accordance with the previous convention, for seafarers who commenced training before 01/07/2013.
For seafarers holding certificates issued in accordance with STCW 1978 (as amended) which applied immediately prior to 1 January 2012 and who have not met the requirements of the 2010 Manila Amendments, the validity of any revalidated certificates should not extend beyond 1 January 2017.
For seafarers holding certificates issued in accordance with STCW 1978 (as amended) which applied immediately prior to 1 January 2012 who have met the requirements of the 2010 Manila Amendments, the validity of any revalidated certificate can extend beyond 1 January 2017.
For seafarers who commenced approved seagoing service, an approved education and training programme or an approved training course before 1 July 2013 the validity of any certificate issued should not extend beyond 1 January 2017, unless they meet the requirements of the 2010 Manila Amendments.
For seafarers who commenced approved seagoing service, an approved education and training programme or an approved training course after 1 July 2013 the validity of any certificate issued may extend beyond 1 January 2017,
Refresher Training (STCW Ch VI Section A-VI/1.3)
Until 1/1/2017 this will remain at the discretion of the issuing authority.
After 1/1/2017 all persons on board must hold certificates fully compliant with STCW 2010.
This applies to all seafarers on board and there will be no exemption for those who were allowed to continue with old certificates after the last STCW revision (i.e. there is no grandfather clause provision).
The safety course refresher will be required for seafarers holding:
Personal survival techniques;
Fire prevention & fire fighting;
Elementary first aid;
Personal safety and social responsibilities.
And:
Advanced fire fighting;
Survival craft, rescue boats other than fast rescue boats;
Fast rescue boats.
The issuing authorities should be contacted for advice on what training is available for those items that cannot be completed on board the vessel. STCW Section A-VI/1.4 references what an issuing authority may accept for on board training. Further information regarding what needs to be revalidated can be found in STCW Table B-I/2.
New Qualifications
Reg II/5 able seafarer deck.
Reg III/5 able seafarer engine room.
Reg III/6 electro-technical officer.
Reg III/7 electro-technical rating.
The above standards are new and the Isle of Man Ship Registry’s intention is to update their manning and training regulations in the future to reflect these additions which will be part of the safe manning assessment. These qualifications will need to be in place by 1/1/2017.

Please note that most enquiries will need to be forwarded to the issuing authority of the seafarer’s certificate in question as the Isle of Man does not issue certification or carry out training. The Isle of Man Ship Registry issues endorsements as per STCW Chapter I Regulation I/10.
Most enquiries will have to be addressed to the Certificate issuing authorities as the Isle of Man Ship Registry is not an issuing authority for Certificates of Competency.
